It could not be a problem. Withdrawing money from Paypal to your local bank account could be done easily using an ATM card with Visa or MasterCard credit or debit.
Here’re the steps:
Log in to your Paypal account. There will be a to-do-list on the right. Click on it and you will go to the page which requires your credit or debit card confirmation.
Fill in your ATM information and the three-digit security value on the back.
Click on the Save and Continue button.
Paypal will tell you what are you going to do and request that you filled in the verify codes to claim that the bank account is yours.
To get the verify code, your local bank will require three business days to get the information from Payppal.
Then you can call your local bank (head office) directly to retrieve your Paypal verify code. The officers will ask what the date did you do transaction with Paypal and you will be sent to an automatic program requesting that you key in your ATM card number again and the ATM code (not the three-digit-security code).
